Head of Corporate Affairs (Assistant Secretary), Department of Health

The overall purpose of the health service is to improve the health and well-being of people in Ireland by keeping people healthy, providing the healthcare people need, delivering high quality services and getting best value from health system resources.

The Department of Health’s role is to provide strategic leadership for the health service and to ensure that government policies are translated into actions and implemented effectively. The Department of Health currently has a staff of approximately 685 and a budget of €22.5billion, one of the largest across Government.

Reporting to the Secretary General and serving as an integral member of the senior Management Board, the Head of Corporate Affairs is charged with developing and leading the Department’s main corporate support functions, including governance, risk, agency oversight, legal advice and legislation. The role also includes leadership of corporate services and internal ICT, and innovation. He/ She will also have responsibility for all aspects of clinical indemnity.

The successful candidate will demonstrate:

· Exemplified corporate leadership and governance capability of the requisite scope and scale;

· A successful track record at senior level in leading corporate governance, performance and project management systems in respect of significant and complex service delivery operations;

· Exemplified ability to translate policy into programmatic change processes that deliver improved outputs and outcomes;

· A clear understanding, or the capacity to quickly develop a clear understanding of, the responsibilities and the diverse range of business activities of the Department and key interfaces between these activities, the HSE and other health state agencies, and the wider economic and social context;

· Significant experience and a track record of contributing strong and demonstrable corporate leadership in an organisation undergoing major business and staff changes.

This is a Top Level Appointments Committee (TLAC) position.
