Head of Social Housing Delivery Division

The Department’s mission is to support sustainable development, with a particular focus on strategic planning, the efficient delivery of well-planned homes in vibrant communities, the sustainable management of water resources, the nurturing of Ireland’s heritage and the promotion of effective local government.

Housing for All is the government’s plan to increase the supply of housing over the next decade. Housing for All promotes the delivery of new social and affordable homes for purchase and rent at pace, with a total of €6.1bn capital investment in housing announced in Budget 2025 funding a range of delivery streams across the tenure types. This is made up of €3.2bn Exchequer funding, €1.25bn Land Development Agency and €1.65bn Housing Finance Agency loan funding.

Reporting to the Secretary General, the Head of Social Housing Division is a key leadership role as the division is tasked with leading and overseeing the delivery of commitments in Housing for All in respect of social housing delivery and advancing related objectives under the National Development Plan and Project Ireland 2040. Effective performance in the role requires substantial collaboration and engagement across government departments, agencies and a wide range of stakeholders.

The successful candidate will have:

  • Leadership experience in a complex high risk environment in which there is keen media and political interest;
  • Leadership qualities and a proven high level of management and organisational skills with the ability to develop teams and manage staff based in a number of locations and to influence senior management in other organisations;
  • Extensive and successful experience in the anticipation and management of organisational change: this includes the ability to drive and develop dynamic innovative change in a complex, fast-moving environment;
  • Excellent communication skills with an ability to build effective relationships internally and with other organisations and diverse stakeholders;
  • A proven high level of policy analysis and development skills, and a demonstrated ability to lead the transition from policy to active delivery of change;
  • The capacity to deal competently with the range of legal, financial and governance issues involved in stewardship of a very large State Body.

This is a Top Level Appointments Committee (TLAC) position.
