Head of the Affordable Housing Division

The Department’s mission is to support sustainable development, with a particular focus on strategic planning, the efficient delivery of well-planned homes in vibrant communities, the sustainable management of our water resources, the nurturing of Ireland’s heritage and the promotion of effective local government.

Additional supply of housing, including social, affordable and private homes, is a major focus for the Department under the ten -year Housing for All Strategy and this is underpinned by significant Exchequer investment where the appropriate deployment of capital and current budgets is being used to deliver the maximum output of homes for citizens. 

Following the restructuring of the Department which took place in 2023, the Affordable Housing Division is now one of four Housing Divisions working together to deliver on housing, which is one of Government’s biggest priorities. The Department, through the four Housing Divisions continues to accelerate the provision of housing through a blend of delivery vehicles to ensure sufficient supply to meet existing and future demand, at a cost that represents value for the Exchequer. 

Reporting to the Secretary General, the Head of Affordable Housing Division will oversee the development and delivery of the Division’s commitments and deliverables under the Programme for Government and Housing for All. The Division has a staff complement of c.60 staff and a budget of circa €715m for 2025.

The successful candidate will have:

  • Leadership qualities and a proven high level of management and organisational skills with the ability to develop teams and manage staff based in a number of locations and to influence senior management in other organisations;
  • Leadership experience in a complex high-risk environment in which there is keen media and political interest;
  • Extensive and successful experience in the anticipation and management of organisational change: this includes the ability to drive and develop dynamic innovative change in a complex, fast-moving environment;
  • A proven high level of policy analysis and development skills, and a demonstrated ability to lead the transition from policy to active delivery of change;
  • The capacity to deal competently with the range of legal, financial and governance issues involved in stewardship of a very large Government Department.

This is a Top-Level Appointments Committee (TLAC) position.
