
Head of Public Service Resourcing
The Department of Public Expenditure, National Development Plan Delivery and Reform works to serve the country, its people and the Government by delivering well-managed and well-targeted public spending, delivered through modernised, effective and accountable public services. The Public Service Resourcing Division plays a key role within the Department. It has primary responsibility for the management of the public service pay bill in terms of both public service pay and staff numbers policy.
Reporting to the Secretary General, the Assistant Secretary will lead the Public Service Resourcing Division comprising 57 staff. The Division is responsible for management and oversight of the €27bn public service pay bill through the formulation and implementation of effective evidence informed and sustainable pay and resourcing policies. The Division contributes significantly to the annual Budgetary Process in terms of pay allocations and the Expenditure Votes assigned to the Division. The Division also negotiates and oversees implementation of successive public service agreements, working with senior sectoral management and public service unions and associations in relation to issues arising under those agreements.
The successful candidate will have:
· A proven track record of achievement in their career to date at the appropriate level;
· Senior level experience engaging effectively with a variety of stakeholders and managing strategic relationships.
· An understanding, or the ability to quickly acquire an understanding, of public expenditure policy, including public pay policy, in the context of overall budgetary and economic strategy;
· Excellent management, communication and leadership qualities demonstrated by career history to date, including the capacity to manage, motivate and inspire staff in a policy-oriented environment with tight implementation deadlines;
· Substantial experience of significant personal impact in terms of the delivery of key strategic priorities, including in relation to collaborative working;
