Head of Circular Economy and Resource Efficiency

The Department of the Environment, Climate and Communications (DECC) has a leadership role investing over €1bn per annum in developing and implementing policies and programmes that will help build the green economy and associated job creation potential of a climate neutral country through applying effective and timely market levers. The Department’s mission is to collaboratively deliver policies and programmes to empower people, communities and businesses to continue the transition to a better quality of life for current and future generations.

The Circular Economy and Resource Efficiency Sector is responsible for leading Ireland’s transition to a more circular economy, more efficient use and protection of our natural resources, and for ensuring Ireland’s waste policies and waste systems deliver quality outcomes for our citizens and environment.

Reporting to the Secretary General, the Head of Circular Economy and Resource Efficiency will lead a team of 6 Principal Officers and 1 Director. A key role of the successful candidate will be to ensure the provision of high-quality support, advice and guidance to the Minister, Secretary General and other members of the Management Board of the Department in relation to all matters within the remit of the Sector.

The successful candidate will have:

  • Significant recent senior management experience, including leading and managing teams in a large and complex organisation;
  • A proven ability in resource allocation and financial management in a resource constrained environment;
  • Extensive and successful experience in the anticipation and management of organisational change, including the ability to drive and develop dynamic innovative change in a complex and fast moving environment;
  • A proven high level of policy analysis and development skills, and a demonstrated ability to lead the transition from policy to active delivery of change;
  • An ability to develop and implement relevant initiatives across the broader whole-of-government agenda, including Civil Service Renewal and Public Service Reform.

This is a Top Level Appointments Committee (TLAC) position.
