Overview of the National Transport Authority
The National Transport Authority (NTA) is a statutory body established by the Minister for Transport on 1 December 2009.
At national level, the Authority has responsibility for securing the provision of public passenger land transport services, including subsidised bus and rail and light rail services. The Authority also licenses public bus passenger services delivered by private operators and has responsibility for the regulation of the small public service vehicle (SPSV) industry (taxis, hackneys and limousines). Other areas of responsibility include the State’s rural transport programme, integrated information systems for public transport customers, management of the Integrated Ticketing Scheme for Ireland (the Leap Card system), and regulation of vehicle clamping.
Within the Greater Dublin Area (GDA) the Authority carries additional responsibilities including:
· Strategic planning of transport;
· Development of an integrated, accessible public transport network;
· Promoting cycling and walking;
· Provision of public transport infrastructure generally including light rail, metro and heavy rail; and
· Effective management of traffic and transport demand.
The GDA includes the local authority areas of Dublin City, Fingal, Dún Laoghaire-Rathdown, South Dublin, Kildare, Meath and Wicklow.
The Authority’s Capital Investment Programme includes an exciting and challenging range of projects and programmes for development and delivery over the coming years. These include mega-projects such as MetroLink, BusConnects Dublin and the DART+ Programme, together with numerous other major projects/programmes in the heavy rail area, light rail area, bus infrastructure and public transport fleet, in addition to a large portfolio of projects in the active travel area. Along with other initiatives in the areas of micro-mobility, transport technology and climate adaption, there are stimulating and rewarding opportunities to make a real contribution to enhancing Ireland’s overall transport system.

The National Transport Authority wishes to establish a panel of suitably experienced and qualified Travel Information Managers from which vacancies may be filled as they arise. The panel will be live for one year and may be extended for a further year.
The Role
The Authority procures bus rail and Luas (tram) services for public transport networks through Ireland. In addition, the Authority is currently implementing a number of major programmes to revise and improve bus networks, including city bus services as part of the BusConnects programme in Dublin, Cork, Limerick, Galway and Waterford, rural services as part of the Connecting Ireland programme, and new towns services. Public transport networks and services will continue to evolve as major new infrastructure projects are implemented in the coming years, including Metrolink and DART+ and new Luas lines in the Dublin area, as well as improved rail services in Cork and other regional cities.
It is a key goal of the Authority to design and publish excellent travel information that is accessible, visually appealing and consistent in style. This will ensure that customers who wish to use our public transport services can easily the understand the travel options, both existing and new, that are available to them. The manner in which travel information is designed and presented to the customer, across a variety of media, is an essential means for the Authority to achieve this goal.
It is also important that information provided to the customer is up to date, and that programmes for the refresh of customer information are in place so that when services change, information to customers is updated at the same time.
The Travel Information Manager will provide senior support to the Head of Customer Experience and will be responsible for managing in-house and contractor teams responsible for the publication of travel information, and the development of new information assets as required. This information may be geographic or schematic maps of public transport routes or networks, maps of a local area, including transport connections, timetables, fares information or other information, and will be presented in a variety of physical and online media.
The Travel Information Manager will report to the Head of Customer Experience in the Public Transport Services Directorate.
Duties and Responsibilities
The Travel Information Manager will be responsible for:
· Preparation and maintenance of a programme for the implementation and maintenance of travel information at bus stops, Luas stops and rail stations, and on board public transport services throughout Ireland;
· Identifying necessary budget and resources to deliver the travel information programme;
· Managing an in-house team and contractor teams responsible for the delivery of the travel information programme;
· Ensuring all travel information published by the Authority is fully accessible, meets or exceeds legislative requirements, follows relevant guidelines and is designed in consultation with relevant advocacy and representative organisations;
· Identifying the need for revisions or enhancements to the Authority’s Travel Information Guidelines and ensuring these changes are incorporated into the Guidelines in keeping with its design principles;
· Working with the Authority’s Transport Technology Team and their travel information software contractors to design templates, consistent with the Travel Information Guidelines, for use in the automated production of travel information, maps and timetables, including on-board services, at stops, stations, online or leaflet form;
· Identifying the need for changes or additions to information display infrastructure to ensure the clear communication of public transport information at public transport stops, shelters, stations and interchanges, as well as on-board public transport services;
· Working with the operators and Authority’s Public Transport Investment team to ensure timely delivery of stop and station infrastructure, and on-board infrastructure necessary for the display of travel information;
· Working with transport operators and local authorities in the design of suitable wayfinding systems to guide people to or from public transport services, or to assist them in transferring between services;
· Ensuring on-line travel information is maintained and up to date;
· Ensuring leaflets on existing or new public transport services are designed to convey information to customers in a manner consistent with Authority design principles; and
· Contribute to other Customer Experience programmes and projects, as required, or to projects in other Authority functions.
Note: The functions and responsibilities initially assigned to the positions are based on the current organisational requirements and may be changed from time to time. The persons appointed require the flexibility to fulfil other roles and responsibilities at a similar level within the Authority.
Essential Criteria

Each candidate must meet the following requirements at the time of the competition closing:
a) Hold a minimum of an NFQ level 7 qualification in a relevant discipline being graphic design, web development, industrial design, digital arts, or similar;
b) Have at least 7 years’ relevant experience, including a minimum of 3 years’ experience managing graphic design projects or programmes, including managing a team of people;
c) Have excellent visual and written communication skills;
d) Have excellent research and decision-making skills, with the ability to decipher technical data, presenting it in a clear and concise manner;
e) A proven ability to engage, communicate with and influence effectively internal and external stakeholders;
f) Strong leadership ability with experience in managing performance; and
g) A proven ability to simultaneously manage different projects, prioritising appropriately and meeting key milestones on time and on budget.
Desirable Criteria
Please note: Should further shortlisting be required after essential criteria above, a selection of the following may be assessed.
The ideal candidate will also:
h) A good knowledge of transport planning and public transport service data;
i) A working knowledge and understanding of graphic design principles relevant to public transport information; and
j) A master’s qualification in graphic design, or qualification in project management.
Remuneration
Salary Grade: Assistant Principal
Salary Scale: €79,086, €81,999, €84,952, €87,914, €90,873, €92,579, €95,563 (LSI1), €98,559 (LSI2)
Personal Pension Contribution (PPC) rate. This salary is payable to an individual who is required to make a personal pension contribution (PPC) to their main pension (in general those persons whose initial appointment to the Public Service is on or after 6th April 1995).
€76,363, €79,174, €80,707, €83,519, €86,330, €87,955, €90,786 (LSI1), €93,629 (LSI2)
Non-Personal Pension Contribution (non-PPC) rate. This salary is payable to an individual who is not required to make a personal pension contribution (PPC) to their main pension scheme.
Annual Leave: 30 days per annum. This leave is based on a five day week and is exclusive of the usual public holidays.
Note:
· entry will be at point 1 of the scale and will not be subject to negotiation;
· different pay and conditions may apply if, immediately prior to appointment the appointee is already a serving Civil Servant or Public Servant; and
· the rate of remuneration may be adjusted from time to time in line with Government pay policy.
Contract: Permanent Contract
Probation: There is a 6 month probationary period which may at the discretion of the CEO be extended to 10 months.
