Civil Design Engineer (Public Transport)

Salary: €70,368 - €90,198

Background

This Civil Design Engineer will be required to work as a member of the public transport engineering design team responsible for designing and coordinating design related and planning activities of light rail, metro and related transit and transport projects (particularly key capital projects such as Luas Finglas and Luas Lucan).

Reporting to the Head of Engineering Design and / or the project managers as required, this person will be required to undertake and manage concept, preliminary and detailed design work to tight deadlines and be capable of operating with minimal supervision. Alongside this, he/she will be expected to manage and coordinate the advice, design and input from all relevant disciplines (internal and external)– including drainage, structures, survey, rolling stock, utilities, architecture, traffic, transport planning, environment, archaeology etc. - and stakeholders.

Experience of the health and safety requirements of designers and their implementation in the design and subsequent stages of the projects is required and a good knowledge of the road safety audit process would be beneficial. It is also essential that the person has a good knowledge and experience of statutory process including environmental protection requirements such as EIA, AA and EIAR.

Role and Responsibilities

· Production of validated, competent engineering design at concept, preliminary and detail design stages

· Coordination of design and deliverables from other design disciplines involved

· Assisting in achieving project commitments, preparing update reports on programme, risk and qual-ity as required

· Prepare and present reports on design critical issues for internal/external stakeholders

· Provision of all relevant design documentation, in line with applicable standards

· Ensuring collaboration across teams and project stakeholders

· Managing/motivating allocated resources (direct/indirect), to include setting targets and assigning duties to team members, as may be required

· Provide technical guidance and supervision, including design reviews and approvals, to less senior members of the design team, including engineers and technicians

· Liaison with third parties to achieve project goals

· Ensuring the incorporation of all necessary health and safety elements into the design

· Input to the statutory process, including environmental protection requirements such as EIA, AA and EIAR, as necessary

· Undertaking such tasks, activities or other duties as may be required or assigned as appropriate to the grade.

All of the divisions within TII have inter-dependant responsibilities and close cooperation and teamwork is required across the organisation.

Note: The functions and responsibilities assigned to this position are based on the current stated role and may be changed from time to time. The person appointed will be required to demonstrate the flexibility necessary to fulfil other roles and responsibilities at a similar grade within TII and may be assigned to other such roles as business needs arise.

ESSENTIAL REQUIREMENTS

Education & Experience

The successful candidate will be required to demonstrate the key competencies for an Engineer Grade 2 position as identified in Appendix A, as well as the following job-specific requirements:

· Degree or third level qualification (NFQ Level 8 or equivalent) in civil engineering.

· Minimum of five years’ experience in road and drainage design in an engineering design office envi-ronment

· Be a Chartered Engineer with Engineers Ireland, or be professionally registered at an equivalent level with an equivalent organisation, or be in a position to attain registration within two years from ap-pointment to the position

· Strong CAD skills, preferably Microstation and experience of working in MX Road

· Experience in management of the planning, design and delivery of major public transport projects (light rail experience desirable but not essential)

· Strong understanding and experience in the area of statutory planning procedures and processes for large scale infrastructure projects

· Strong understanding and experience in sustainability policies and principles and their application in the design of public transport infrastructure

· Highly effective communication skills (verbal and written), with the ability to write and review reports and present on critical issues to design and project team members, external consultants and other stakeholders

· The ability to manage, lead and motivate others to deliver objectives

· Strong understanding of roads, junctions and drainage design, including traffic aspects and swept path analysis

· Track record of delivering road designs on time and to the highest standard

· Strong understanding and working knowledge of TII Publications, DMRB and related codes, specifi-cations and standards

· Demonstrable aptitude to liaise technically and coordinate design with all stakeholders

· Knowledge and experience of design risk assessment requirements and procedures

· Knowledge and experience of road safety audit procedures

· Practical experience of producing contract documentation to the highest standards

· Practical experience of environmental impact assessment (EIA) process and relevant documentation

· Experience of quality control as a part of a quality assurance regime

· Understanding of procurement processes and the review and evaluation of tender documentation

· Fluency in the English language, both written and oral

· Currently hold and maintain a full driving licence.
