Background
The Network Management Division is responsible for the management of approximately 5,300km of Ireland’s national road network including approximately 1,300km of motorways and dual carriage-ways. The AFPU has responsibility for the delivery of the required alternative fuels recharging and refuelling infrastructure across the national road network. Reporting to the Head of the Alternative Fuels Projects Unit the Engineer Grade 2will support TIIs AFPU in meeting their mandated requirements as specified by the EU Alternative Fuels Infrastructure Regulation (AFIR, 2023/1804). The Regulation sets out a number of mandatory targets for the deployment of alternative fuels infrastructure in the EU. To achieve these targets the Engineer Grade 2 will be part of the AFPU team responsible for meeting the objectives set out in Article 20 of AFIR as regards EV data, as well as the delivery of various grant schemes being progressed to support the expansion of the EV recharging infrastructure network. In regards to the EV data project, Charge Point Operators are required to make their data open and freely available to stakeholders and data end users, under this Regulation. The Engineer Grade 2 will also support the Data Exchange Platform Manager and will work with the AFPU and external stakeholders (Motorway Service Area PPP Co’s, Charge Point Operators and eMobility Service Providers) to meet these targets, and will manage the IDRO registration process to ensure compliance with AFIR.
The Engineer Grade 2 will work in an agile environment to deliver projects that will contribute to Ireland meeting its Climate Change targets.
Role and Responsibilities
- Assist in ensuring compliance with TII’s governance obligations deriving from, inter alia, the Public Spending Code, the Code of Practice for the Governance of State Bodies and the TII Code of Practice.
- Manage annual and multi-year budgets, allocations in accordance with Public Spending Code and TII requirements and implement appropriate programme management and control measures,
- Support the AFPU team in the development, deployment and administration of grant schemes to encourage the growth of Irelands EV recharging infrastructure.
- Develop, refine and manage data related business processes such as the IDRO registry considering existing processes, AFIR requirements, ZEVIs Data Strategy and stakeholder feedback.
- Ownership of key project management activities including; communications, financial management, change control management, preparation of market facing deliverables, stakeholder engagement.
- Establish and manage business processes to support external stakeholders, the AFPU team, Data Exchange Platform manager, technical support team, wider Network Management colleagues and external stakeholders as required.
- Develop strong and effective relationships with key stakeholders such as the Department for Transport (ZEVI), Charge Point Operators, eMobility Service Providers, as well as internal colleagues within TIIs’s Network Management, Standards Section and the IT Department.
- Actively contribute to the AFPU risk management processes.
- Assist the AFPU team in the preparation of periodic monitoring reports to include, operational and compliance updates to TII senior management, ZEVI and any other stakeholders.
- Developing and adapting working processes in an agile environment to meet AFIR requirements.
- Contributing to the planning and development of alternative fuel infrastructure programmes and change delivery projects in accordance with TII’s Statement of Strategy.
- Undertake such tasks, activities or other duties as may be required or assigned as appropriate to the grade.
All of the divisions within TII have inter-dependant responsibilities and close cooperation and teamwork is required across the organisation.
Note: The functions and responsibilities assigned to this position are based on the current stated role and may be changed from time to time. The person appointed will be required to demonstrate the flexibility necessary to fulfil other roles and responsibilities at a similar grade within TII and may be assigned to other such roles as business needs arise.
ESSENTIAL REQUIREMENTS
Character
Each candidate must be of good character.
Health
A candidate for and any person holding the role must be fully competent and capable of undertaking duties attached to the role and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service
Education & Experience
The successful candidate will be required to demonstrate the key competencies for an Engineer Grade 2 position as identified in Appendix A, as well as the following job-specific requirements:
· Degree or 3rd level professional qualification (Irish NFQ Level 8 or equivalent) in an engineering or relevant allied discipline.
· A minimum of five years’ experience in design and construction of mechanical/electrical/IT systems or civil engineering projects, at least three of which should relate to the supervision and contract administration of contractors,
· Ideally be a Chartered Engineer with Engineers Ireland or be professionally registered at an equivalent level with an equivalent organisation, or be in a position to commence the chartership process on appointment to the position,
· Demonstrate a proven track record in responsible positions for the development and project management of complex projects,
· Possess a good understanding of programme and project governance, project and contract management,
· Possess good risk, financial, technical, contract and stakeholder management capabilities as they relate to both local authority and contractor delivered works programmes,
· Excellent communication skills (verbal, written, presentation and negotiation) and
an ability to produce high quality concise reports,
· Have an ability to build working relationships with internal and external
stakeholders.
· Possess an ability to contribute to specialist teams in the field of alternative fuels infrastructure deployment, maintenance and operations,
· Have an understanding of quality management processes and procedures,
· Have a strong commitment to road user safety, to staff safety, and to the safety of those working on behalf of TII,
- Have a strong commitment to the successful integration of sustainability and life cycle principles into delivery programmes in TII,
- Fluency in the English language, both written and oral,
· Currently hold and maintain a full driving licence.
