Financial Accountant – Commercial Operations

Salary: €70,368 - €90,198

Background

TII’s Financial Management Unit is responsible for providing commercial oversight and assurance with regard to TII’s financial operations and revenue streams from tolling [M50 eFlow (approx. €210m) and Dublin Tunnel (approx. €32m)] and Luas (annual revenue stream approx. €62m), to TII’s senior stakeholders including TII’s Board, Audit Committee and Executive Team, and the Comptroller and Auditor General. This assurance is provided by way of a robust governance framework incorporating detailed understanding of each business (M50 eFlow, Dublin Tunnel and Luas), management and review of the financial controls and processes in place both internally within TII and externally within outsourced service providers, formal monthly/annual reporting processes and audit management.

The Financial Accountant will be primarily responsible for providing quality financial support of both a strategic and operational nature for the Luas Business. The role will report to the Head of Financial Management in Commercial Operations and work closely with the Luas Commercial Manager.

Role and Responsibilities

· Manage Luas Business revenue streams, incorporating Luas Light Rail Vehicle revenue, Park & Ride revenue, Advertising and Rental income.

· Management and delivery of the Luas monthly management accounts, in accordance with professional accounting standards, and to agreed timeframes & formats. This includes liais-ing with the Luas Operator and other Transport Operators, reconciliation and validation of all revenue and periodic review of actual performance against targets.

· Review financial outputs from external service providers including period revenue reports and reconciliations submitted by the Luas Operator.

· Stakeholder and relationship management including the development of effective and col-laborative working relationships with key stakeholders.

· Manage external and internal audit programmes for Luas, including management of the rele-vant stakeholders (TII Internal Audit, National Transport Authority and the Comptroller and Audit General).

· On-going development and implementation of the current governance model to ensure ro-bust “best practice” controls and processes are established and maintained in relation to Luas revenue streams and costs.

· Ensure compliance with all TII corporate governance and procurement requirements.

· Preparation and management of multi-annual forecasts and budgets.

· Liaising with various divisions within TII to manage costs for other Luas projects.

· Supporting TII Finance team including accounts receivable function, monthly balance sheet reconciliations and statutory reporting.

· Supporting the Commercial Operations Financial Operations team with ad hoc tolling activi-ties as required.

· Supporting the revenue funding requirements of the business.

· Undertaking such tasks, activities or other duties as may be required or assigned appropriate to the grade.

All of the divisions within TII have inter-dependent responsibilities and close cooperation and teamwork is required across the organisation.

Note: The functions and responsibilities assigned to this position are based on the current stated role and may be changed from time to time. The person appointed will be required to demonstrate the flexibility necessary to fulfil other roles and responsibilities at a similar grade within TII and may be assigned to other such roles as business needs arise.

ESSENTIAL REQUIREMENTS

Education & Experience

The successful candidate will be required to demonstrate the key competencies for a Grade 2 position, as well as the following experience and job-specific requirements:

· A qualified accountant with a professional accountancy qualification and membership of a recognised accountancy body (i.e. ACA, CPA, CIMA, or ACCA) or be in a position to attain membership of a recognised accountancy body within two years from appointment to the position.

· A minimum of 5 years’ experience in financial management and assurance work in a respon-sible position.

· A high standard of financial management training and experience.

· Ability to assess business processes to identify areas of control strength and weaknesses.

· Proven leadership skills and effective people and relationship management ability.

· Excellent analytical and communication skills (verbal, written and presentation).

· Effective decision maker and ability to work on own initiative.

· Fosters positive “can do” attitude amongst the team and is an effective team player.

· Familiarity with the culture and organisation of Government departments, State agencies and operators.

· Familiarity with the culture and organisation of outsourced operators is desirable but not essential.

· Proficient in Microsoft Office, particularly Excel, and Sage 1000 or equivalent systems.

· Fluency in the English language, both oral and written.

· Hold a current driving licence.
