Salary:                             €71,193 - €87,553

ROLE, DUTIES AND RESPONSIBILITIES

The PPP Procurement and Finance section manages the procurement and operational phases of TII’s Public Private Partnership projects, related project finance and commercial oversight of operational PPPs, including revenue share arrangements and auditing and checking of the financial content of the monthly tolling reports as well as preparation and discharge of availability payments and variable operation payments. 

The role of Financial Analyst will support the PPP Project Manager in all aspects relating to the monitoring of financial/commercial aspects of operational PPP projects. TII currently has 15 PPP projects in operational phase. This role will also involve the management and implementation of governance, risk and compliance policies and procedures relating to PPPs. Where required, the role will also support the procurement of any new PPP arrangements to which TII is a party in furtherance of its statutory mandates, where the decision to procure via PPP is taken.

The principal duties of the position will include:

  • Monitoring of financial/commercial aspects of operational PPP projects.
  • Implementation of governance, risk and compliance policies and procedures relating to PPPs.
  • Compiling data for stakeholders including Department of Finance, Department of Public Expenditure NDP Delivery and Reform, EUROSTAT and Department of Transport regarding TII’s PPP programme/schemes.
  • Preparing periodic internal estimates and reviews of TII financial flows related to PPP income/expenditure and reporting to various stakeholders (State bodies, auditors, elected representatives and members of the public).
  • Maintaining awareness and continual review of developments in the general PPP market and PPP public sector developments.
  • On-going financial review of PPP consortia during operations phase and monitoring of the commercial aspects of PPP contracts.
  • Analysis of monthly reports and undertaking calculation checks of payments payable to PPP Cos and payments receivable from PPP Cos as provided for in PPP Contracts.
  • Preparing monthly reports consolidating checks undertaken.
  • Liaising with external advisors and managing their deliverables.
  • Undertaking such tasks, activities or other duties as may be required or assigned appropriate to the grade.

All of the divisions within TII have inter-dependent responsibilities and close cooperation and teamwork is required across the organisation.

Note:  The functions and responsibilities assigned to this position are based on the current stated role and may be changed from time to time. The person appointed will be required to demonstrate the flexibility necessary to fulfil other roles and responsibilities at a similar grade within TII.

ESSENTIAL REQUIREMENTS

Character

Each candidate must be of good character.  

Health

A candidate for and any person holding the role must be fully competent and capable of undertaking duties attached to the role and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

Education & Experience

The successful candidate will be required to demonstrate the key competencies for a Grade 2 position as identified in Appendix A, as well as the following experience and job-specific requirements:

·      A Level 8 degree (NFQ) in finance, economics, business or engineering or a professional qualification in accountancy or other equivalent relevant qualification.

·      5 years minimum post graduate experience in work with responsibility for oversight of financial/commercial aspects of projects or operations.

·      Experience of financial management and financial modelling related to the delivery and/or operation of large projects/contracts is desirable.

·      Advanced experience using Excel is essential.

·      Highly motivated with ability to work on own initiative.

·      Effective relationship management ability.

·      Report writing skills

·      Fluency in the English language, both written and oral.
