Head of Digital Transformation

Salary: €97,768 - €127,295

Background

The Head of Digital Transformation is a senior leadership role responsible for driving change through digital innovation and data-centric decision-making across our national transport infrastructure and services (Roads, Light Rail, Metro, Greenways). This role will be responsible for spearheading and supervising the initiatives of digital transformation within TII. This role is crucial in leveraging digital technologies that align with TII’s strategic goals, optimising TII’s capital programme, operations and asset management, improving customer experience and ensuring TII remains at the forefront of technological advancements in the transportation industry.

Key Responsibilities:

1. Digital Transformation Strategy:

Develop and implement a comprehensive digital transformation strategy aligned with the TII’s overall strategic objectives:

· Tailor digital transformation strategy to the needs of national infrastructure and services.

· Identify and prioritise opportunities for digital advancements that improve construction processes, network management and services, customer experience, resilience and cli-mate adaptation.

· Drive the adoption of digital tools, platforms and policies, across TII Corporate and its engineering and delivery functions.

· Create and oversee policies for the delivery of digital projects and data management.

2. Data Management and Analytics:

· Oversee the creation and execution of a robust data strategy to ensure effective data col-lection, management, governance, and utilisation.

· Enhance data quality, accessibility, and security across all divisions, ensuring compli-ance with regulatory standards.

· Promote the use of advanced analytics, predictive modelling, and artificial intelligence to optimise TII’s programmes, projects and operations e.g. traffic management, asset man-agement and climate adaptation.

3. Leadership and Team Management:

· Build, mentor, and lead a high-performing team of digital transformation and data pro-fessionals.

· Foster a collaborative and innovative team culture that supports continuous improve-ment and professional development.

· Provide strategic direction and support to team members, ensuring alignment with or-ganizational goals and objectives.

4. Change Management:

· Champion change management efforts to ensure successful adoption of digital initia-tives and data-driven practices within TII.

· Engage stakeholders at all levels to drive buy-in and support for digital transformation projects.

· Develop and deliver training programs to enhance digital literacy and data competency across the organization.

5. Project Management:

· Create and manage governing structures for TII for developing, reviewing, and approving digital initiatives.

· Ensure adequate guidance and best practice is in place for managing digital transfor-mation and data projects ensuring that they meet specific needs and comply with TII’s digital strategies.

· Create processes and structures for reporting on high-level progress across different pro-jects.

6. Stakeholder Engagement:

· Collaborate with executive leadership to align digital transformation and data initiatives with TII’s overall strategic plan.

· Liaise with Department of Public Expenditure, NDP Delivery and Reform (DPENDR) in re-lation to TII’s responsibilities to request approval for and report on digital initiatives under Circular 04/21.

· Serve as a liaison between the IT department and other business units to ensure seam-less integration of digital solutions.

· Engage with external partners, vendors, and industry experts to stay abreast of emerging trends and technologies relevant to infrastructure and road management.

· Undertaking such tasks, activities or other duties as may be required or assigned appro-priate to the grade.

All the divisions within TII have inter-dependant responsibilities and close cooperation, collaboration and teamwork are required across the whole organisation to meet tight deadlines.

Note: The functions and responsibilities assigned to this position are based on the current stated role and may be changed from time to time. The person appointed will be required to demonstrate the flexibility necessary to fulfil other roles and responsibilities at a similar grade within TII.

ESSENTIAL REQUIREMENTS

Character

Each candidate must be of good character.

Health

A candidate for and any person holding the role must be fully competent and capable of undertaking duties attached to the role and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

Education & Experience

The successful candidate will be required to demonstrate the key competencies for a Principal Officer position, as well as the following job-specific requirements:

· A third level qualification (NFQ Level 8 or equivalent) in Information Technology, Civil Engi-neering, Data Science, Business Administration, or a related field.

· Proven ten years of experience in leading IT/digital transformation and data initiatives, pref-erably within the infrastructure or transportation sector.

· Possess a strategic mindset and the ability to identify innovative digital solutions to help TII meet future digital challenges and explore opportunities for growth.

· Excellent collaboration and communication skills and the ability to communicate difficult concepts in a concise and clear way.

· Proven experience of building strong relationships with stakeholders and team members.

· Demonstrated ability to drive change and manage complex projects.

· Experience with agile methodologies and project management tools.

· Effective project management skills and demonstrable experience of overseeing and coordi-nating digital transformation initiatives.

· Ability to effectively manage financial resources, timelines, and budgets, with strong analyti-cal and problem-solving skills.
