Senior Engineer (Research & Standards)
Background
The roads and greenways capital programme and regional management department are responsible for the delivery of TII roads and active travel capital funded projects. This programme is delivered on a regional basis by a Regional Management team led by the respective Regional Manager. The teams are responsible for the management, promotion and delivery of the programme in their regions. This includes responsibility for the National Regional Offices (NROs) and delivery of the roads programme with the assistance of the Local Authorities.
The department is responsible for the delivery of a number of Capital programmes, projects within these programmes are delivered in accordance with the TII Project Management Guidelines, Project Appraisal Guidelines and TII’s Standards and Guidance documents. This requires supporting the delivery of these projects through all aspects of scheme development from initial inception through to construction close out. The department co-ordinates and manages the delivery of capital schemes in each of the 5 regions including Major Projects, active travel, greenways, minor realignments, pavement and safety schemes.
The positions will be part of the Regional Management team. The Senior Engineering Inspector will report to the Regional Manager and will have specific responsibility for the regional delivery of the Roads, Greenways and Active Travel Portfolio of projects. The person will support overall delivery in the Region and may be assigned other duties at the discretion of the Regional Manager.
The portfolio management unit supports the Regional Management teams in the overall co-ordination of the greenways, active travel, pavement and safety programmes delivered by Roads Capital. The unit is responsible for internal co-ordination with the various units in TII. The unit supports overall delivery and is responsible for updating documentation, processes and procedures and supporting internal procurements as necessary for effective delivery of the road programmes.
Role, Duties and Responsibilities
The key areas of responsibility for this role are:
· To oversee delivery of the Annual Capital Programme of Roads, Active Travel and Greenways within assigned counties in the Region
· To assist in the setting up of structures, processes, and procedures to support the delivery of Roads, Active Travel and Greenway projects in the assigned counties.
· To actively promote the progression of the projects.
· Promote delivery in a sustainable manner consistent with TII’s and National policies and plans.
· Agree annual milestones with the local authorities and National Roads Offices for Regional Manager approval.
· Set up and attend at meetings, including steering meetings, technical meetings and Management Meetings as required to deliver programme milestones.
· Review and comment on all drafts of documents associated with Roads, Greenways and Active Travel schemes prior to submission of final draft to Regional Manager.
· Develop productive relationships and liaise with local authorities, elected representatives, National Roads Design Offices, and Consulting Engineers to ensure effective development and timely implementation of scheme concepts.
· Promote and monitor the delivery of assigned projects and report on progress as required.
· Advise project teams on the application of the TII procedures and standards as they apply to each individual project type.
Education & Experience
The successful candidate will be required to demonstrate the key competencies for a Grade 1 position, as well as the following experience and job-specific requirements:
· Degree or third level professional qualification (NFQ Level 8 or equivalent) in Engineering.
· Be a Chartered Engineer with Engineers Ireland, or be professionally registered at an equivalent level with an appropriate professional body, or be in a position to attain such registration within in a year of appointment to the position.
· Have a minimum of seven years’ experience (post NFQ Level 8 qualification) in civil engineering work in a responsible position.
· A strong track record of involvement in the delivery of large-scale infrastructure projects.
· In-depth knowledge of project governance and contract management.
· A good understanding of project appraisal, procurement and statutory processes and procedures.
· A good understanding of contract forms and road construction.
· Strong risk, financial, technical, contract, dispute resolution and stakeholder management capabilities and other capabilities as they relate to the Roads Capital Project department’s responsibilities.
· An ability to successfully lead a large multi-disciplinary team.
· Excellent verbal and written communication skills, including report writing skills.
· A strong commitment to public safety, to staff safety, and to the safety of those working on our behalf.
· A good understanding of, or the ability to quickly learn, the public sector working environment.
· Fluency in the English language, both written and oral.
· Currently hold and maintain a full driving licence.
