The Light Railway Capital Programme business unit is responsible for delivering a portfolio of nationally significant light railway projects that support sustainable economic growth in Ireland and enable the National Strategic Outcomes and priorities of the National Development Plan. The light railway projects under the remit of the Light Railway Capital Programmes business unit include Luas Finglas, Luas Lucan, Luas Poolbeg and Luas Bray, all of which are supported by the Greater Dublin Area Transport Strategy 2022-2042. TII is also progressing the route selection of a light railway scheme in Cork, in line with the Cork Metropolitan Area Transport Strategy. The light railway projects under the remit of the Light Railway Capital Programmes business unit include: · Luas Finglas, Luas Lucan and Luas Poolbeg, all of which are supported by the Greater Dublin Area Transport Strategy 2022-2042. · Luas Cork which is a circa 20km East-West Corridor in line with the Cork Metropolitan Area Transport Strategy. It is anticipated that further projects will also be initiated over the coming years to facilitate transport orientated development in Dublin and some regional cities. Two new sections – as outlined below - have been established in the Light Railway Capital Programmes business unit to lead the delivery of new schemes through the seven phases of the NTA Project Approval Guidelines: · Light Railway Dublin Metropolitan Area · Light Railway GDA & Regional Cities Each section leads the planning and delivery of assigned light railway projects. The Project Liaison Manager will play a key role in supporting these sections in managing projects through planning, design, procurement, and delivery stages.

Project Manager – Light Rail

The Light Rail Network Management Section within TII is responsible for the strategic over-sight of the Luas network, including operation, maintenance, asset management, safety as-surance, renewals and network enhancements. The section works closely with colleagues across TII as well as the Luas Operator and Maintainer (O&M) Contractor, other contractors, consultants, public and local authorities and other stakeholders. The Project Manager will work as part of a multidisciplinary delivery team, managing multi-ple projects identified within the Light Rail Life-Cycle Asset Renewals (LCAR) and Network Enhancement portfolios (NE). The role reports to the Senior Programme & Delivery Manager within the Light Rail Network Management Section. The primary responsibilities of the Pro-ject Manager are as follows: · Assist the Senior Programme Manager in the identification, planning and delivery of projects listed in TII’s 10-year Asset Investment Programme (AIP), · Delivery of LCAR and NE approved projects though all stages of their development including options selection, design development and procurement evaluation and award, · Preparation of project tender documentation including, Invitation to Tender, Works Require-ments, Preliminary and Detailed design. The Project Manager will be required to work closely with the other managers within the Light Rail Network Management team as well as with TII’s safety section and the Commission for Rail Regulation (CRR) on safety related matters. The Project Manager will ensure effective coordination of activities, including contract management, risk management, and design co-ordination, across multi-disciplinary teams of internal resources and external advisors deliver-ing projects identified within the Light Rail Life-Cycle Asset Renewals (LCAR) and Network En-hancement (NE) portfolios.

The Light Railway Capital Programme business unit is responsible for delivering a portfolio of na-tionally significant light railway projects that support sustainable economic growth in Ireland and enable the National Strategic Outcomes and priorities of the National Development Plan. The light railway projects under the remit of the Light Railway Capital Programmes business unit include Luas Finglas, Luas Lucan, Luas Poolbeg and Luas Bray, all of which are supported by the Greater Dublin Area Transport Strategy 2022-2042. TII is also progressing the route selection of a light railway scheme in Cork, in line with the Cork Metropolitan Area Transport Strategy. The Light Railway Capital Programme business unit also supports the management of the Luas network, including supporting Life Cycle Asset Renewals programmes and Network Enhance-ments programmes, in collaboration with the Luas Networks business unit in TII’s Commercial Operations division. Two new sections, Light Railways Dublin Metropolitan Area, and Light Railways Greater Dublin Area (GDA) and Regional Cities have recently been established within the Light Railway Capital Programmes business unit. Each of these sections will lead the planning and delivery of TII’s port-folio of light railway projects, with each section being assigned a set of light railway projects.

Senior Works Manager

The Light Rail Network Management Section within TII is responsible for the strategic oversight of the Luas network, including operation, maintenance, asset management, safety assurance, renewals and network enhancements. The section works closely with colleagues across TII as well as the Luas Operator and Maintainer (O&M) Contractor, other contractors, consultants, public and local authorities and other stakeholders. The Senior Works Manager will work as part of a multidisciplinary delivery team and will manage a number of direct reports. The role reports to Chief Engineer of the Light Rail Network Management Section. The role will involve some out-of-hours working and site attendance across the Luas network. The Senior Works Manager is responsible for managing the delivery of construction-stage activities associated with light rail life-cycle asset renewals and network enhancement projects. The role is central to ensuring construction works are delivered safely and efficiently on a live operational network. The Senior Works Manager will act as TII’s senior on-site representative, ensuring that all construction works delivered by multiple contractors are safe, compliant, coordinated, high quality, and aligned with programme, cost, and stakeholder expectations. The Senior Works Manager role will focus on oversight, assurance, coordination, and leadership rather than direct construction execution.

Estate Manager – Light Rail

The Estate Manager for Light Rail in Dublin will support the safe, efficient and legally compliant operation of the network on and across the lands and properties required for the provision of light rail services in a safe manner. The Estate Manager is responsible for administration of TII’s existing land and property portfolio in relation to TII’s role as a Railway Organisation for the provision of light rail services in Dublin. The role requires extensive co-ordination with the Land & Property Services unit of TII who are responsible for the negotiation and management of all land and property activities across the TII portfolio at a national level. The Estate Manager is responsible for overseeing and coordinating estate management and tech-nical elements of any third party and property-related legal agreements affecting the Light Rail network and operations, including securing operational sites, managing interfaces, boundary is-sues and rights of way as well as any related legal agreements with local authorities, transport providers, state agencies and developers for the maintenance of shared infrastructure and facicities which are required for the provision of light rail services.
